Biding time (the Hanged Man is all about having to wait it out). The Emperor is barely there, trying to get warmth from the sunlight through the window but she feels very insubstantial. Shes got noodles but theyre in the Golden Bowl as in the Henry James novel a fractured thing she might end up scalding herself.
